Adriano Amaral

Adriano holds a Master’s degree and Bachelor’s degree in Electrical Engineering. He has been passionate about Open Data since 2010. Currently, he is the Senior Product and Programme Manager at Derilinx.

Andrew Coccoli

Andrew Coccoli is a legal research intern with Open Development Cambodia. He studies law at William & Mary Law School, where he is pursuing concentrations in environmental law and international law, and expects to graduate Spring, 2023 with a J.D. Recent areas of research include the sustainable development agenda and the international trade in endangered species.

Chanthong Bormy

Chanthong Bormy graduated in computer science and engineering in 2005, and earned master of science in Geoinformatics in 2011. He has an extensive working experience in software design, development and management. During his work as a software engineer, he has the opportunity to work cross domains such as finance, telecommunication, construction, aviation, etc. He achieved his career path from being a software developer to be a solutions architect. Additionally, he earned more skill sets in spatial information system after pursuing his master degree which includes spatial data acquisition, spatial database design, and spatial data visualization. Besides professional experience, he takes scuba diving and farming as his hobby. He likes spending free time on cleaning the ocean and plant more trees.

Chanty Pisal

Mr. Chanty Pisal is the Director of the Digital and Innovation Policy Research Centre of the Cambodia Academy of Digital Technology (CADT). He also serves as Vice Director of the ASEAN ICT Centre of the ASEAN Digital Sectoral Body (ADGMIN/ADGSOM). Prior to this, Pisal worked for the Ministry of Post and Telecommunications as an international cooperation officer in charge of ASEAN, Mekong Cooperation, WTO, and trade. He has played an active role in formulating and providing inputs to digital-related policies in Cambodia and ASEAN. Pisal received his master’s in public policy specializing in Economic Policy and Policy Analysis from Australian National University, and a master’s in International Law from the University of Paris 8.

Chheoung Veasna

Chheoung Veasna is an independent consultant working on the intersection of technology and society. His areas of interest are data privacy and security, big tech companies and their accountability and transparency as well as digital security.

Chhorn Chhayyuth

Chhorn Chhayyuth works as Monitoring, Evaluation and Learning (MEL) Manager in Research Triangle Institute (RTI). He has nearly 10 years of data management, monitoring, and evaluation experiences in the education sector. He works closely with Ministry of Education, Youth and Sport (MoEYS) and NGOs partner to integrate technology into teaching and learning and to employ the data-driven approaches as result-based to improve the education quality. He has also the extensive experience on develop the digital data collection tools using the various platforms such as Tangerine software, Google Form, and Kobo Toolbox. While he has supported the MoEYS in design and administration of electronic early grade reading assessment activities, data analyze, and the data visualization for effective progress and result tracking. Besides this, he worked as educational technology coordinator (EdTech) of KAPE organization to develop the education software such as SmartBooks app, Trey Visay app, and etc.

Chy Sophat

Chy Sophat is the lead organizer of Barcamp Cambodia and a digital content creator in Cambodia. He has been organizing and contributing to many technological events for 10 years. Besides, he has been creating content on digital platforms relating to digital literacy and internet safety.

Dixon Siu

Dixon is a software engineer at Fujitsu Limited. He is also the Chief Evangelist of Personium which is the only open-source personal data store platform in Japan. Currently, he is leading SDG 9 and the global MyData movement within Fujitsu.

Doch Sotheavin

Doch Sotheavin is currently serving as Program Coordinator (resource governance and environmental protection) with Heinrich Böll Stiftung based in Phnom Penh. She is a former staff of Open Development Cambodia and supported the ICT Camp Cambodia 2018 as a Master of Ceremony (MC) and coordinated Cambodia ICT Innovation Funds. This year, she is very excited to see the camp happening again, and she is delighted to support the Camp as an MC.

Hang Visith

At ODC, Visith is responsible for the desk research and data collection on foreign investment from multi-languages sources and translates it. For Cambodia ICT Camp 2022, he assists in interpreting​ (if needed) and providing stationery materials. Apart from that, he is a speaker during the small sharing session about the ODC profile page of Foreign Investment Mapping in Cambodia.

Jean Queralt

Jean F. Queralt is the Founder and CEO of The IO Foundation, a nonprofit advocating for Data-Centric Digital Rights. Disturbed by the level of intrusion of technology in the lives of citizens, he took the leap in 2018 of starting TIOF to establish a more solid and targeted direction to address Digital Rights from a technical standards perspective.

Le Nguyen

Le Nguyen is a multimedia-producer/journalist in Vietnam. He attended BERLINALE International Film Festival 2017 as an official guest invited by the Federal Government of Germany, after winning the Grand Prize for The Best Talent of Hanoi International Film Festival 2016. His films have been screened at more than 20 international film festivals and cultural events around the world and exhibited at the Museum of World Culture (Gothenburg) and Ethnographic Museum (Stockholm). He has been teaching arts, was a member of the Konrad-Adenauer-Stiftung Media Asia delegation, and was an independent journalist.

Marc Pinol Rovira

Dr. Marc Pinol Rovira is a Lecturer in International Relations at the University of Bristol in the UK, where he convenes courses at an undergraduate and postgraduate level. He also teaches Politics as an Associate Lecturer at Buckinghamshire New University in the UK. His research draws on digital democracy, primarily in Cambodia. Dr. Pinol Rovira completed his Ph.D. in 2021. His thesis investigates how digital media and new technology have shaped non-traditional political participation in Cambodia Between 2013 and 2017, Dr. Pinol Rovira worked in the think tank and academic sectors in Cambodia and Thailand.

Ngeth Moses

Moses does training on digital security and safety online for young people as well as citizen journalists and professional journalists. He is also a co-founder of the Open Cyber Talk – Digital Rights event. He provides a consultancy of cyber threats to both individuals and non-profit organizations to prevent digital attacks, data breaches, and personal information leaks.

Nhem Thayheng

Nhem Thayheng is working as a Research Coordinator in IoT fields at the Institue of Digital Research and Innovation under Cambodia Academy of Digital Technology (Government Administration) after finishing a Master of Science in the field of Telecommunication and Networking, specializing in Embedded Network and IoT from France. In 2021, I joint IRIT Laboratory in France as a research assistant working on “Design and Development on Real-Time IoT Network solution”. Previously, he worked as a Data Analyst dealing with Retail Data.

Nop Vy

Nop Vy is the Executive Director and one of the founding members of the Cambodian Journalists Alliance Association (CamboJA). Prior to this, he was CamboJA’s board director while serving as a Media Director at Cambodian Center for Independent Media (CCIM). Since 2001, Nop Vy has worked as a social worker, news reporter, editor, and editor-in-chief. He holds a bachelor’s degree in law and a master’s degree in private law from the Royal University of Law and Economy in Phnom Penh and an associate degree in journalism from the Royal University of Phnom Penh.

Ourn Vimoil

Ourn Vimoil is a Program and Partnership Manager at Open Development Cambodia (ODC). She provides strategic oversight and management for the Innovations in Social Accountability in Cambodia (ISAC) project and the research contributions to ODC content, while also coordinating all aspects of the Innovations in Social Accountability in Cambodia (ISAC) project. She is also responsible for developing training programs and training target groups on how to use ODC’s website.

Peang Ratana

Peang Ratana completed a Master Degree in Science in Mathematics from Royal University of Phnom Penh & CIMPA. After completing Master’s degree in Cambodia, he taught at Pannasastra University of Cambodia, International University, University of Management and Economics and University of Puthisastra. He also attended Summer School at NIMS, Daejeon, South Korea about “Symplectic Embeddings systolic inequalities and celestial mechanics”, attended ASEAN Science Assembly Diplomats held at Davao City, Philippine, and attended Common Purpose ASEAN Young Leaders Program at Singapore Institute of Technology, Singapore. In 2019, he published his research paper on STEM Education at Royal University of Agriculture and on Learning in Digital Era at TCI/MOC Asia Conference at CamEd Business School in 2021.

Poren Chiang

Poren Chiang is a digital law researcher and a software developer based in Taiwan. His research agenda focuses on digital government and electronic voting. He also writes on a wide range of topics including data surveillance, FLOSS licenses, social media regulations, freedom of speech, and other constitutional law topics in the digital world.

Safa Ghnaim

Safa Ghnaim is a Data Detox Project Lead at Tactical Tech, an international NGO​ based in Germany that engages with citizens and civil society organizations to explore and mitigate the impacts of technology on society.

Sam An Mardy

Sam An Mardy is an Information Technology and Website Manager at Open Development Cambodia (ODC). His main responsibilities are managing and overseeing ODC platform and network infrastructure. He is in charge of involving in and monitoring the development and maintenance of ODC platform under collaboration from other ODC team. Moreover, he is responsible for providing technical guidance and support as well as identifying, preventing, and mitigating IT-related issues of the network infrastructure and project implementation.

Saowalak Jingjungvisut

Saowalak Jingjungvisut is a Communications and Partnerships Manager of Open Development Initiative (ODI) and has extensive experience in communications, presenting data in visualizations, and developing data-driven storytelling for impact and social change. She has managed and spearheaded EWMI’s regional data literacy programming over the last several years. This award winning programme under her stewardship has targeted sector-specific training on both digital and data literacy for CSOs in the forestry sector and Indigenous Peoples groups in lower Mekong countries.

Somphop Krittayaworagul

Somphop Krittayaworagul (a.k.a SK) Regional IT Manager APAC at FHI360 (US’s International NGO) based in Bangkok. He has organized Mekong ICT Camp, Barcamp Bangkok, and was MC at the 1st Cambodia ICT Camp 2018.

Sor Chandara

Sor Chandara is a DW Akademie coordinator and Media and Information Literacy trainer. He completed a bachelor’s degree in Journalism and Media Management in Romania and master’s degree in International Relations in Poland. He has been working as a journalist for several years for both local and international publications. He has provided the training on the specific skills to youths in rural areas, university students, civil societies as well as educators in Cambodia.

Tepken Vannkorn

Vannkorn is a full-stack WordPress developer from Phnom Penh, Cambodia. With over 8 years of experience, he has built website projects with passion and love from e-commerce, company profiles, news agencies, and NGOs to Database Management Systems using WordPress.

Vannkorn is one of our speakers, discussing the topic “WordPress security for beginners” under the Digital Security thematic area.

Vong Pisith

Vong Pisith works as a Senior Data Research & GIS Officer at Open Development Cambodia (ODC). At ODC, his work focuses on researching spatial data, on various sectors relevant to development in Cambodia from all reliable sources which provide open data, for handling assembling enhancing and visualizing by using GIS to generate a usable data product for publication in organization web pages. Besides the key role of producing dataset, particularly spatial dataset, he also takes part in conducting training and developing the curriculum of training related to data and GIS for the relevant projects.

Svetlana Zens

Svetlana Zens is a Digital Rights Program Lead with the Myanmar Centre for Responsible Business (MCRB) and Focus of the Digital Rights issues and ICT sector. She provides recommendations on privacy/data protection and cybersecurity policies and for the public and private sectors. Before joining the MCRB, She worked at the European Union Delegation to the Kyrgyz Republic, the UNICEF-EU Partnership Office, the Organisation for Security and Cooperation in Europe, and the Sky Mobile company. She has been tied up with public diplomacy, corporate partnerships, privacy and data protection, ICT regulations, digital risk assessment, and government relations.
