Chanthong Bormy graduated in computer science and engineering in 2005, and earned master of science in Geoinformatics in 2011. He has an extensive working experience in software design, development and management. During his work as a software engineer, he has the opportunity to work cross domains such as finance, telecommunication, construction, aviation, etc. He achieved his career path from being a software developer to be a solutions architect. Additionally, he earned more skill sets in spatial information system after pursuing his master degree which includes spatial data acquisition, spatial database design, and spatial data visualization. Besides professional experience, he takes scuba diving and farming as his hobby. He likes spending free time on cleaning the ocean and plant more trees.

Mr. Chanty Pisal is the Director of the Digital and Innovation Policy Research Centre of the Cambodia Academy of Digital Technology (CADT). He also serves as Vice Director of the ASEAN ICT Centre of the ASEAN Digital Sectoral Body (ADGMIN/ADGSOM). Prior to this, Pisal worked for the Ministry of Post and Telecommunications as an international cooperation officer in charge of ASEAN, Mekong Cooperation, WTO, and trade. He has played an active role in formulating and providing inputs to digital-related policies in Cambodia and ASEAN. Pisal received his master’s in public policy specializing in Economic Policy and Policy Analysis from Australian National University, and a master’s in International Law from the University of Paris 8.

Chhorn Chhayyuth works as Monitoring, Evaluation and Learning (MEL) Manager in Research Triangle Institute (RTI). He has nearly 10 years of data management, monitoring, and evaluation experiences in the education sector. He works closely with Ministry of Education, Youth and Sport (MoEYS) and NGOs partner to integrate technology into teaching and learning and to employ the data-driven approaches as result-based to improve the education quality. He has also the extensive experience on develop the digital data collection tools using the various platforms such as Tangerine software, Google Form, and Kobo Toolbox. While he has supported the MoEYS in design and administration of electronic early grade reading assessment activities, data analyze, and the data visualization for effective progress and result tracking. Besides this, he worked as educational technology coordinator (EdTech) of KAPE organization to develop the education software such as SmartBooks app, Trey Visay app, and etc.

He attended BERLINALE International Film Festival 2017 as an official guest invited by the Federal Government of Germany, after winning the Grand Prize for The Best Talent of Hanoi International Film Festival 2016. His films have been screened at more than 20 international film festivals and cultural events around the world and exhibited at the Museum of World Culture (Gothenburg) and Ethnographic Museum (Stockholm). He has been teaching arts, was a member of the Konrad-Adenauer-Stiftung Media Asia delegation, and was an independent journalist.

Dr. Marc Pinol Rovira is a Lecturer in International Relations at the University of Bristol in the UK, where he convenes courses at an undergraduate and postgraduate level. He also teaches Politics as an Associate Lecturer at Buckinghamshire New University in the UK. His research draws on digital democracy, primarily in Cambodia. Dr. Pinol Rovira completed his Ph.D. in 2021. His thesis investigates how digital media and new technology have shaped non-traditional political participation in Cambodia Between 2013 and 2017, Dr. Pinol Rovira worked in the think tank and academic sectors in Cambodia and Thailand.

Prior to this, he was CamboJA’s board director while serving as a Media Director at Cambodian Center for Independent Media (CCIM). ThY Try is an Executive Director/Editor-in-Chief of Open Development Cambodia (ODC). In 2011, he joined ODC as an advisory board member, and later on, he became a chairman of the board. As an Executive Director/Editor-in-Chief, Try plays an important role in increasing public access to current and historical data and information about Cambodia’s development trends in an online ‘open data’ platform, compiling freely-available data from a wide range of public sources. Prior to joining ODC, Try worked for the National Network on Extractive Industry Social and Environmental Impact (EISEI) as a coordinator of Development and Partnership in Action (DPA) for four years. He also spent two years with ADHOC as a human rights investigator and another two years with Indochina Research Limited (IRL) in social and commercial research. He also holds multiple degrees and training-related certificates.

Before joining the MCRB, She worked at the European Union Delegation to the Kyrgyz Republic, the UNICEF-EU Partnership Office, the Organisation for Security and Cooperation in Europe, and the Sky Mobile company. She has been tied up with public diplomacy, corporate partnerships, privacy and data protection, ICT regulations, digital risk assessment, and government relations.
