About Cambodia ICT Camp 2024
Open Development Cambodia (ODC) and its partners are organizing the third Cambodia ICT Camp 2024 from 5-7 December 2024 in Siem Reap province. This three-day event will be the third Cambodia ICT Camp to be held. The inaugural camp, born from the Mekong ICT Camp 2017 held in Siem Reap, was successfully held in 2018, followed by a second camp in 2022.
The Cambodia ICT Camp 2024 is an interactive event featuring sharing sessions, panel discussions, and hands-on activities led by national and international experts in ICT, cybersecurity, cybercrime, digital communications, artificial intelligence (AI), journalism, and digital rights.
The camp will bring together participants from diverse but interconnected fields, including media and journalism, civil society organizations, digital rights advocacy groups, legal professionals, academia, the private sector, and university students. They will have the opportunity to engage in in-depth sharing of knowledge by the experts, get to experience the real-life applications of technologies, and connect with other participants.
The speakers and facilitators will come from Cambodia, Mekong countries, and other regions. They will bring diverse perspectives and expertise to the discussions. This significant event will bring together approximately 200 participants in Siem Reap Province, home to the World Heritage site of Angkor.
Objectives
Cambodia ICT Camp 2024 has four main objectives:
- Raise awareness about the opportunities and challenges in Cambodia’s digital transformation, in alignment with the Cambodian government’s vision of developing the country into a digital economy and society.
- Address low digital literacy by equipping participants with the technical skills and resources necessary to stay safe online, while ensuring their privacy and security are protected.
- Foster discussions on the opportunities and challenges of emerging technologies in Cambodia and other Mekong countries, and debate current legislative developments related to ICT and digital laws.
- Facilitate the development of tech-enabled solutions to address repression, digital barriers, and other issues faced by communities.

The Cambodia ICT Camp 2024 is exclusively open to students and professionals from relevant fields, including media and journalism, civil society organizations, digital rights advocacy groups, legal professionals, academia, the private sector, university students, indigenous communities, people with disabilities, LGBTQIA+, and women in ICT.
To be eligible to participate in the Camp, applicants must meet the following requirements:
- Be interested in open data, ICT policies, and digital laws in Cambodia and/or the Mekong region.
- Be committed to fully participating in the Camp, including travel days.
- Be passionate about using data and ICT tools to address real-world challenges.
- Be able to communicate in English.
- Have access to a personal computer.
- Be interested in working as part of a team to initiate and implement a small-scale ICT-related project in your community using the Cambodia ICT Camp 2024’s micro-grant (up to $1,000).
- Be Cambodian or a foreign resident in Cambodia or another Mekong country (Laos, Myanmar, Thailand, or Vietnam).
- Join the Cambodia ICT Camp 2024 networking group (optional).

Approximately 200 applicants will be selected to join the Camp, with priority given to participants from Cambodia. If you are selected, all associated costs for transportation, meals, and accommodation will be covered.
