My name is Huot Wattra, a third year International Relations student at IISPP. Volunteering for the Cambodia ICT Camp 2024 presents a heartfelt opportunity to enhance my understanding of data literacy while confronting the real challenges that many individuals, especially women, encounter in the digital realm. Issues like gender-based harassment, hate speech, and victim-blaming are critical concerns that deserve our attention and compassion. I am eager to learn from innovative solutions and gain valuable insights that can drive meaningful change for women in the digital landscape while enjoying the camp’s collaborative spirit.

Dr. James Gomez is the Regional Director of Asia Centre, a civil society research institute with Special Consultative Status with UN ECOSOC. Dr. Gomez is a highly qualified communications expert with over 30 years of international experience working for international NGOs, intergovernmental organizations, public and private universities, research institutes and think tanks. At Asia Centre, he is leading the efforts to make the Centre and its programming AI-ready and ensure its projects consider the impact of other technological developments. Specific initiatives Dr. Gomez is advising include: a digital transformation project to integrate AI tools into the Centre’s operations; policy research to help stakeholders track and positively influence AI legislation; addressing implications of technological developments for digital security; and planning for Asia Centre’s 2025 conference “AI and Governance in Asia: Civil Society, Democracy and Media,” scheduled for 20-22 August 2025.

Ms. Elizabeth (Liz) Yen Tzu Liew is an East West Centre Graduate Degree Fellow pursuing a Masters in Asian International Affairs at the University of Hawai’i at Manoa. She holds a double major in Journalism and Public Relations from Curtin University of Technology in Perth.
Her research interest is China’s soft power in the Asia-Pacific region, and the interplay of soft diplomacy in the overall U.S-China landscape. Liz aspires to be a geopolitical strategist specialising in soft power engagements across public-private-nonprofit sectors. Given the global systemic underrepresentation of women in leadership positions of foreign policy, part of her vision is also to increase gender representation in the field.
She currently serves as Philanthropic Funds Advisor for the Asian Venture Philanthropy Network and Advisory Board Member for the Cambodian ICT & Digital Forum, a brainchild of Open Development Cambodia.

Mao Map, the Executive Director of Klahaan (meaning ‘brave’ in Khmer), is a women human rights defender dedicated to advancing women’s rights in Cambodia. At Klahaan, she plays a pivotal role as an intersectional feminist, trainer/facilitator, gender advocate, and ally to LGBTIQ+ activists, indigenous women and other marginalised women. Her work strengthens the human rights movement through technical support and initiatives that empower women in all their diversity.
Map leads a team of young and creative feminists, with whom she develops and implements impactful programs such as participatory action research, digital campaigns to shift attitudes and behaviours, and youth engagement projects on gender-based violence (GBV), sexual and reproductive health rights (SRHR), and bodily autonomy. Her advocacy extends to international platforms, including CEDAW monitoring and Universal Periodic Reviews (UPRs) and her participation to the US State Department’ International Visitor Leadership Program focussing on investigating and prosecuting cases of human rights violation.
Before her tenure at Klahaan, she used to work with the Cambodian Human Rights and Development Association (ADHOC) for 17 years, where she held different roles. She graduated with bachelor’s degrees in Law from the Royal University of Law and Economics and in Information of Technology from the Walan University, both in Cambodia.

Puangchomphu (Rammuang) Suwansirisilp is the Director at the Social Technology Institute (STI), a non-profit organization focusing on using technology to support social innovation and promote civic technology. She has had experience in leading the Mekong ICT Camp from 2008 to recently, specifically working to organize the regional workshop on ICT and digital technology capacity-building for NGOs in the Mekong sub-region. She holds a Master’s degree in Public in Public and Private Management from the Graduate School of Public Administration at the National Institute of Development Administration (NIDA), Thailand.

Ngeth Moses is a digital security consultant. He has have experience working with Cambodian CSOs focused on advocacy, legal education, and human and labor rights and digital rights.
Ngeth Moses served as a media and communication coordinator and ICT project manager from 2008-2018 and later as a digital security expert 2018 – 2020. Over the last two years, he has worked on multiple digital security projects as a private consultant. Ngeth Moses is also the co-founder of “Open Cyber Talk,” a digital rights event promoting digital safety and security practices among young Cambodians. His expertise and experience in digital security spans over a decade and includes projects such as Human Rights Defenders in the Cyber-Age, combating CYBER-CENSORSHIP and promoting internet access, digital and psychosocial protection, and strengthening the digital security capacity of local CSOs.

Nop Vy is the Executive Director and one of the founding members of the Cambodian Journalists Alliance Association (CamboJA). Prior to this, he was CamboJA’s board director while serving as a Media Director at Cambodian Center for Independent Media (CCIM). Since 2001, Nop Vy has worked as a social worker, news reporter, editor, and editor-in-chief. He holds a bachelor’s degree in law and a master’s degree in private law from the Royal University of Law and Economy in Phnom Penh and an associate degree in journalism from the Royal University of Phnom Penh.

Sar Mory is a Programme Coordinator for DanChurchAid (DCA) in Cambodia. He is responsible for youth engagement, digital rights, legal compliance, and grants management under the Fight Extreme Inequality Programme in DCA, including related ICT/digital rights projects.
Prior to joining DCA, Mory has more than 10 years of experience working for non-profit organizations and the development sector. He has extensive experience in empowering youth, human rights education, campaigning/awareness on human rights and digital rights, policy advocacy, and capacity building on legal frameworks for CSOs.
Mory is a co-founder of the Cambodian Youth Network (CYN), which is a youth member-based organization working on youth empowerment, civic education, and youth participation in social actions. During his time at CYN, he co-founded Open Cyber Talk, an ICT forum/event aimed at educating and increasing awareness among young Cambodian netizens about internet rights, digital security, and how to utilize ICT tools to promote freedom of expression online.
